SECRETARY GENERAL'S NOTE
Secretary General's Note
Dear Delegates,
It is with great honor and immense pride that I welcome you to FQMUN. Whether you are a first-time participant or a returning delegate, I commend you for taking this step toward dialogue, diplomacy, and meaningful change.
This Study Guide has been carefully crafted to support you in your preparation and to deepen your understanding of the agenda at hand. It provides essential background information, key perspectives, and guiding questions to help you research thoroughly, think critically, and represent your countries with clarity, conviction, and responsibility.
At FQMUN, we uphold the highest standards of debate, respect, and diplomacy. I encourage every delegate to engage actively, listen respectfully, and challenge ideas—not individuals. Through meaningful collaboration and constructive discourse, we can address global challenges and work toward solutions that build a better, more inclusive world.
MUN is more than a conference; it is a platform to learn, to lead, and to inspire. I urge you to step beyond your comfort zones, build alliances, embrace diverse viewpoints, and make the most of this experience. The skills you develop, the friendships you form, and the memories you create will stay with you long after the conference ends.
To ensure a productive and enriching conference for all, I expect every delegate to uphold the rules of procedure, demonstrate integrity, and contribute positively to the committee and to the spirit of FQMUN.
I look forward to witnessing your passion, dedication, and potential at FQMUN. Let us work together to make this conference an unforgettable and impactful journey for everyone.
Best regards,
Aali Khan

FQMUN 2026 · COMMITTEE 01
PNA — Committee Study Guide
A complete preparation handbook for delegates representing Pakistani political personalities in the Pakistan National Assembly simulation.
01 · KNOW YOUR ROLE
Personality research
- Build a one-page profile: offices held, party affiliation, political era, major policies, allies, opponents, controversies and public record.
- Identify what your personality would realistically support, reject or negotiate on the agenda.
- Separate historical fact from personal opinion. Never invent quotations, positions or legislation.
- Prepare five evidence-backed talking points, five likely attacks and five responses.
02 · CONSTITUTIONAL FRAMEWORK
Pakistan parliamentary foundations
Study the Constitution of Pakistan relevant to your agenda. Pay particular attention to fundamental rights, Parliament, the federal structure, law-making and constitutional limits. Use the exact constitutional provision only when it supports your argument.
Articles to know
- Article 4 — right to be dealt with in accordance with law
- Articles 8–28 — fundamental rights framework
- Article 25 — equality of citizens
- Article 26 — non-discrimination in access to public places
- Article 27 — safeguards as to services
- Articles 50–89 — Parliament and legislative procedure
Research checklist
- Current or historical law connected to the agenda
- Relevant ministry and implementing institution
- Budget and implementation constraints
- Federal/provincial responsibility
- Existing gaps and measurable reforms
03 · PARLIAMENTARY PROCEDURE
Master the floor
- Know how the Chair recognizes speakers and controls debate.
- Prepare motions for moderated/unmoderated discussion only according to the conference rules announced by the Secretariat.
- Understand points of order, personal privilege, parliamentary inquiry and clarification if included in FQMUN procedure.
- During drafting, distinguish policy ideas from formal bill language.
- Never interrupt a recognized speaker unless the rules expressly permit it.
04 · SPEAKING
GSL and moderated caucus
60–90 second GSL
Hook → personality's position → evidence → problem → 2–3 solutions → coalition invitation.
Moderated caucus
Answer the exact subtopic. Make one strong claim, support it with evidence, propose one implementable action and end with a diplomatic call.
POI
Ask a precise question that exposes a policy gap. Avoid speeches disguised as questions.
Rebuttal
Acknowledge the concern → identify the flaw → give evidence → present the alternative.
05 · DRAFTING
Turn debate into legislation
- State the problem clearly before proposing a clause.
- Specify implementing authority, target group, timeline, funding mechanism and monitoring.
- Use measurable language: establish, amend, require, allocate, publish, review, monitor.
- Check that every proposal is constitutionally and administratively plausible.
- Build amendments through negotiation rather than treating the first draft as final.
06 · COALITION & AWARDS
How to become indispensable
- Find delegates who share your solution, not necessarily your entire political ideology.
- Bring useful clauses to the bloc and improve other delegates' ideas.
- Speak consistently but do not dominate every topic.
- Track promises, amendments and votes.
- Help produce a coherent final bill/resolution.
Award-level delegate = research + speaking + negotiation + drafting + diplomacy + sustained contribution.
07 · FINAL CHECKLIST
- Personality profile completed
- Agenda research and credible sources collected
- Constitutional provisions verified
- 90-second GSL prepared
- At least 6 caucus speeches outlined
- 10 POIs and 10 rebuttals prepared
- 3–5 draft policy clauses ready
- Potential allies and opposition mapped
- Position paper and Harvard-style references checked
